Ten years on from the last edition, New Producers for Sustainable Energy (NP4SE) is pleased to share the fourth edition of its Guidelines for Good Governance in Emerging Oil and Gas Producers. The global landscape facing early-stage producers has shifted substantially since 2016 — stricter climate regulation, a more consolidated investor base, and a marked retreat of traditional development finance from new fossil fuel projects have all changed the terrain governments must navigate. This edition responds to that shift while holding onto the guiding philosophy that has always underpinned the Guidelines: policy recommendations should be context appropriate for emerging producers. The recommendations are organised around eight core objectives, mapped against four key stages of resource development, so that officials can draw out the guidance most relevant to where their country actually sits — from pre-discovery through to long-term production.
This edition reflects a genuinely collaborative process. It draws on the consensus insights and strategies developed over a decade of annual meetings, technical workshops, and direct country engagements, and benefited substantially from the review and input of 27 officials from NP4SE member countries and knowledge partners, whose comments and suggestions shaped its final form.
